This study aims to analyze the implementation of Pekanbaru Mayor Regulation Number 111 of 2021 concerning the Child-Friendly City (CFC) policy and to identify the inhibiting factors and solutions that can strengthen child protection policies at the regional level. The research employs a qualitative approach with a descriptive method to provide an in-depth overview of policy implementation by the Department of Women’s Empowerment, Child Protection, and Community Empowerment (DP3A) of Pekanbaru City. The findings reveal that the implementation of the CFC policy has not yet been fully optimal. The main obstacles are ineffective communication, limited human resources and budget, uneven disposition among implementers, and poorly coordinated organizational structures. These factors have prevented the policy from having a significant impact on improving child welfare and protection. Improvement efforts can be made through strengthening public communication based on community participation, optimizing resources through government–private sector partnerships, enhancing the capacity of implementers, and restructuring cross-sectoral coordination to ensure that the policy becomes more responsive and sustainable
