IMPLEMENTASI PERATURAN DAERAH SELUMA NOMOR 06 TAHUN 2014 TENTANG KETERTIBAN UMUM (Studi Kasus : Penertiban Warung Remang-Remang Di Kecamatan Semidang Alas, Kabupaten Seluma, Provinsi Bengkulu)
Abstract
The background of this study is the ongoing phenomenon of dimly lit shops (warung remang-remang), which disrupts public order and tranquility in the area. The aim of this research is to investigate the implementation of Regional Regulation (Perda) Seluma Number 06 of 2014 on Public Order in the regulation of "dimly lit shops, as well as the obstacles encountered in implementing this regulation. The method used in this research is qualitative. The findings show that the implementation of Regional Regulation Seluma Number 06 of 2014 on Public Order, specifically in regulating dimly lit shops in Semidang Alas District, Seluma Regency, has a clear objective to create a safe, orderly, and comfortable environment for the community. To support this, the procedures applied in the regulation of dimly lit shops through Perda Seluma No. 06 of 2014 begin with a field inspection to determine whether the shop violates public order. Afterward, the authorities issue a series of warnings, starting from SP 1, followed by SP 2, and SP 3, to provide the shop owners an opportunity to adjust their operations in accordance with the applicable regulations. If no changes occur, strict actions such as confiscation of goods and forced demolition are taken to enforce the law and provide a deterrent effect. The implementation of the policy regulating dimly lit shops in Seluma Regency faces several challenges that hinder its effectiveness. The lack of coordination between relevant agencies, such as the Satpol PP, police, and other departments, causes unclear task divisions, which results in suboptimal policy execution. Additionally, insufficient socialization prevents the community from fully understanding the purpose of this policy, thus not maximizing support for it. Furthermore, budget constraints also pose a challenge to the implementation of Regional Regulation Seluma Number 06 of 2014 on Public Order in the regulation of dimly lit shops
