Abstract

The aim of this research is to analyze the effectiveness of the independent employment program at the Manpower Department in the city of Pekanbaru and its inhibiting factors. This research was carried out at the Pekanbaru City Manpower Service which is located on Jl Samarinda/Kapling I No 3, Tangkerang Utara Village, Bukit Raya District, Pekanbaru City, Riau 28126. This research uses a qualitative approach with a descriptive research type. The results of the research show that the Independent Workforce Program (TKM) at the Manpower Department in Pekanbaru City has been carried out effectively because it was assessed by participants that the existence of this independent worker training program can improve the participants' abilities and skills, however there are several inhibiting factors in implementing the workforce program. Independent work (TKM) at the Manpower Service in Pekanbaru City includes limited facilities and infrastructure, limited budget provided by the city government and a lack of instructor personnel to provide independent work training provided by the Pekanbaru City Manpower Office.
