People with disabilities often experience discriminatory treatment and are treated unfairly. The limitations they have are also one of the factors that makes it difficult for them to get work in order to create a decent living for themselves like other normal people. This research aims to find out how to implement Law Number 8 of 2016 Article 53 which regulates the work quota policy of 2% of the number of employees for government agencies, BUMN and BUMD and 1% for private companies. This quota is provided for people with disabilities, including in Pekanbaru City. Then this research also aims to find out what are the factors inhibiting its implementation. The research method used in this research is a qualitative method with a descriptive approach. The research results show that Law Number 8 of 2016 Article 53 concerning work quotas for disabilities has not been implemented optimally in Pekanbaru City. The inhibiting factors are that the qualifications of people with disabilities do not match what the company wants, both in terms of age, education and type of disability. Then there is a lack of Human Resources to supervise and provide outreach regarding understanding the implementation of this policy and there are also no sanctions for parties who do not comply.
